In a democracy, the citizens make the Government and hold it accountable. Police is a part of the Government machinery for which the Rules and Regulations are more important and have to work in the interest of Public. Citizens register many complaints against the Government Machinery. The grievances of citizens against Government Machinery need to be heard and redressed. Otherwise, citizens will trained to withdraw their loyalty towards it. Hence, democracy sets up appropriate machineries for the redressal of citizen’s grievances.

Howrah Police Commissionerate started functioning since 1st September, 2011. In this context a Special Cell namely Public Grievance Cell has been setup under Howrah Police Commissionerate to deal with the redressal of the grievances of the citizen of Howrah Metropolitan Area

Legal Cell of this commissionerate mainly deals with legal complications of various aspects which may be civil or criminal in nature. Apart from this, legal cell also maintains a day to day monitoring of cases related to article 226 of the constitutions of India which are heard before various benches of Hon’ble High Court, Calcutta. It also takes a keen interest for implementation of various orders passed by Hon’ble High Court, Calcutta and Supreme Court of India from time to time. This Cell also deals with departmental service matters before Hon’ble West Bengal Administrative Tribunal. This cell also has a glorious history in tackling legal complications before Hon’ble Supreme Court of India.

Control room of Howrah City Police is located at the 1st floor of the Building at Shibpur Police Lines the Office of the Commissioner of Police, Howrah, 438, G.T. Road (S), Howrah -711102. Control Room of Howrah City Police deals with continuous monitoring of all sorts of actions viz. law and order situation, festivals, apprise crime incident, VIP Movement to all concerned as well as movement of RFS & HRFS round the clock to combat any situation by assisting the Police Stations, Traffic, shifting of sick and injured persons for medical treatment, informing and sending fire Brigade/Disaster Management Team in any arson or fire incident, rendering assistance/help through 100 dial helpline telephones and also to keep liaison with the other Districts/ Superiors.

Control Room is functioning with experienced officers and force round the clock. E-Mail Section & RT Wireless Section, Message Receive & Despatch section are also functioning under one roof of the Howrah City Police Control Room. Deputy Commissioner of Police, Head Quarters, and Assistant Commissioner of Police, Head Quarters are the controlling and supervising officers of the Control Room.
